Matrix E2E test reporter on gatekeeper flavor

docker-build-test.yml now uploads two artifacts named "E2E Artifacts
(rust)" and "E2E Artifacts (typescript)" but the reporter still looked
for a singular "E2E Artifacts" upload and errored with "No artifact
matches E2E Artifacts".

Matrix the report job over the same flavors so it downloads each flavor's
artifact and posts one check run per gatekeeper implementation. Also
rename the check from the stale "TCL/Expect Tests" to "CLI E2E Tests
(<flavor> gatekeeper)" so both results show up clearly on PRs.
