feat!: Generate type-safe action options

BREAKING:
- Remove Opt type and all Opt* constants.
- Change WithOption to take (key, value string)
  instead of (key Opt, value string).

Replace generic Opt string constants with typed helpers
for all Datastar action options.

This provides compile-time safety and autocomplete discoverability.
WithOption is kept to cover edge cases.

Empty action packages now include an explanatory comment
to make clear why they're empty.
