chore: update renovate branches to track release-1.16 (#6616)

* chore: update renovate branches to track release-1.16

Update baseBranchPatterns in renovate.json to track master,
release-1.16, and release-1.15 (dropping release-1.14).

Add automatic renovate.json update logic to release.sh so that
each minor release keeps only master and the 2 most recent
release branches.
