* refactor: replace inline go mod check with make tidy target

Move go mod download/tidy into a reusable Makefile target so local dev
and CI run the same commands.

* fix: update Dockerfile to use go mod download directly

The Dockerfile only needs dependency caching, not the full tidy check.
