Add `PauliProductRotation.matrix` (#15975)

* fiddling

* Add `PauliProductRotation.matrix` to the Rust operation

This leverages existing logic to compute the dense matrix representation of a Pauli in `sparse_pauli_op.rs`. Most of this logic was already generic and Python-independent and only a few moves were required to make the matrix construction available from Rust.

* Less matrix allocations

... and simpler error enum
