docs(core): document resolver pattern and vector/matrix constraints

Update the constraints user guide autosummary to list the new public
surface (ConstraintError, ConstraintResolver, ParameterLocation and
LinearConstraint.apply), replace the stale topological-ordering
caveat with the chain-rejection rule, add a "Vector and matrix
constraints" section that shows a sector-indexed example, and rewrite
the verification and step-time enforcement sections to describe the
six structural checks and the fresh-per-call resolver.

In constraints_example.ipynb, migrate the autograd demo cell to the
new apply(params, resolver) signature, rename the stale cell id
6fd1a8ce to real-jacobians-interp, and update the closing notes so
LinearConstraint.apply is attributed to step-time enforcement while
Parameters.enforce_constraints is credited with init-time adjustment.
