feat: brick prevention — WiFi AP fallback and OTA board check bypass (#80)

- add NVS boot counter that increments on startup and resets on successful WiFi connect
- after 3 consecutive boot failures, clear provisioned flag to enter AP provisioning mode
- add ota_skip_check NVS flag to bypass project_name mismatch in both OTA paths
- expose ota_skip_check in GET/PATCH /api/settings and web UI settings page
