feat: support BGP and EVPN for vpc-egress-gateway (#6224)

* add BgpConf and EvpnConf CRDs with generated client code

Add BgpConf and EvpnConf custom resource definitions for BGP/EVPN
configuration, along with generated clientset, informers, and listers.
Include CRD manifests in Helm charts and install script.

* implement BGP/EVPN support for VPC egress gateway

Add FRR-based BGP/EVPN functionality for VPC egress gateways:
- BGP controller with FRR config template rendering and management
- EVPN VXLAN support with multi-subnet configuration
- NAT and routing setup in init-vpc-egress-gateway.sh
- BgpConf/EvpnConf controller watches and reconciliation
- RBAC permissions for new CRD resources

* add EVPN e2e tests with VXLAN encapsulation verification

Add end-to-end tests for EVPN functionality including:
- BgpConf and EvpnConf framework helpers for test lifecycle
- EVPN test suite covering BGP peering, VXLAN tunnel setup,
  cross-subnet connectivity, and interface statistics verification
