Implement locking on Windows (issue #34) (#61)

* Implement locking on Windows (issue #34)

It makes more test pass, but starts to fail after
test_locks::test_release_file_not_found, which attempts to
remove lock file before releasing the lock. Because Windows
implements mandatory locking, this operation fails.

The question is if ruruki really needs this feature and why?

* Fix pylint failure on Travis, which tries to import msvcrt

* Skip test_release_file_not_found on Windows

It tests what happens if another process removes lock file.
On Linux it is possible, on Windows it is not.

* Replace unused sys import with used os
