fix: allow empty embedded backup when allow_empty_backups is true

When `use_embedded_backup_restore: true` and `allow_empty_backups: true`,
create_remote --rbac failed with "not found tables for backup" if no user
tables existed. Now skips embedded BACKUP SQL generation when table count
is zero, emits a warning, and still produces metadata.json with RBAC data.
