- Add .claude/rules as canonical project rules; remove duplicate
  .cursor/rules and Copilot copies under .github/instructions
- Point AGENTS.md and CLAUDE.md at .claude/rules and skills layout
- Refresh Claude agents, CI skill, and settings.local.json.dist
- Add GitHub workflows for markdownlint, prettier, release, and
  spelling; adjust codeql, publish, qa, and tests workflows
- Update dependabot, pre-commit, packaging, locks, .gitignore,
  .prettierignore, .yarnrc.yml, and .wiswa.jsonnet
- Refresh CHANGELOG template link, CITATION.cff date, dictionary
