workflows/spelling: use cspell-action instead of yarn

Run spelling checks with streetsidesoftware/cspell-action (pinned tag via
Jsonnet) so CI does not need a Yarn install or cache. Enable dotfiles and
suggestions. Join the action name with @ before the resolved tag, matching
other workflow uses entries.
