chore: increase renovate prHourlyLimit to 10 (#4099)

Override `prHourlyLimit` inherited from `config:best-practices` (via
`elastic/renovate-config`) which defaults to 2. With a 1 AM UTC schedule
window, this results in ~2 PRs/day and a large backlog of queued
updates.

Setting to 10 allows faster draining of pending updates.
