feat(vscode-forst): add Forst editor snippets and snippet JSON test

Register contributed snippets (pkg, func, funcv, type, imp, ensure) for
the forst language, ship snippets in the VSIX via files/snippets, and add
a Node test that validates snippets/forst.json. Run the test from
task build:vscode after compile so CI keeps the manifest in sync.
