fix: ensure valid SVG output and fix skin compiler state

- Add missing 'xmlns' and 'xmlns:xlink' attributes to all SVG outputs.
- Fix state accumulation bug in bin/svg2js.js when compiling multiple skins.
- Add PNG export instructions to README.md using @resvg/resvg-js-cli.
- Re-generate skin files with correct structure and attributes.
- Clean up CLI argument parsing and remove debug code.
