Add MCPTelemetryConfig CRD API types (#4478)

* Add MCPTelemetryConfig CRD API types

Define the MCPTelemetryConfig CRD that embeds telemetry.Config inline
to eliminate the conversion layer between CRD and application types
that historically produced silent bugs. The spec includes a new
sensitiveHeaders field with SecretKeyRef for credential headers, and
CEL validation rules reject CLI-only fields (environmentVariables,
customAttributes) and prevent header name overlap.
