fix: adapt batch test config to use ProvisionModeAKSMachineAPIHeaderBatch

Batch is now a provision mode (ProvisionModeAKSMachineAPIHeaderBatch)
rather than a separate BatchCreationEnabled flag. Update all batch test
contexts to use the new mode, and update isAKSMachineMode() to use
consts.IsAKSMachineAPIMode() so batch mode is correctly identified as
an AKS Machine API mode.
