* fix(installer): allow uninstall without modem connected

The \LaunchCondition\ requiring \MODEM_PORT\ fired unconditionally,
blocking uninstall/modify/repair when no modem is plugged in. Add
\OR Installed\ so the condition only gates fresh installs.

Also scope the \DetectModemPort\ custom action in the UI sequence to
\NOT Installed\ — matching the execute sequence — so detection is
skipped during uninstall/repair.

* fix(installer): narrow uninstall bypass to REMOVE="ALL"

Address review feedback: using OR Installed would skip the
MODEM_PORT check during repair/modify, potentially rewriting the
service arguments with an empty --port value.

Now:
- LaunchCondition bypassed only on full uninstall (REMOVE="ALL")
- DetectModemPort runs during repair/modify so MODEM_PORT stays
  populated for ServiceInstall args
- DetectModemPort skipped only during full uninstall
