Fix CI: staticcheck errors, month arithmetic, and formatting

- Fix staticcheck SA1024: replace TrimRight with duplicate chars
  by using stripOrdinalSuffix helper
- Fix staticcheck S1017: use unconditional strings.TrimSuffix
- Remove handleMonthEndDates — it produced wrong results for
  end-of-month dates (March 31 + 1 month gave May 31 instead
  of PHP's May 1). Go's AddDate matches PHP behavior directly.
- Fix TestMonthOnly to account for day clamping when current day
  exceeds target month's max days
- Fix formatting (goimports)
