reduce cppcheck max-configs from 12 to 4

Profiling showed cppcheck time is dominated by parsing #ifdef
configurations, not by the checks themselves. Reducing from the default
12 to 4 cuts cppcheck per-TU time while clang-tidy already provides
deeper coverage of the same issues.
