fix(interaction): Apply `interaction.onout` option to touch events

Touch event handlers did not check `interaction_onout`, causing tooltip and focus to be cleared on touch drag outside the chart even when `interaction.onout: false` was set.

Add guards to all three touch unselect paths:
- `unselectRect()` in `bindTouchOnEventRect`
- `selectRect()` when `index === -1`
- `selectRectForMultipleXs()` when no closest point found
