media: make dashcam functions customisable and add single-camera support

Rename pair_dashcam_files to pair_redtiger_dashcam_files to clarify
Red Tiger specificity. Add pair_fn and group_fn parameters to
archive_dashcam_footage so callers can inject custom pairing and
grouping logic. Make rear_dir optional — when None (or pair_fn is
None), front files are encoded without rear overlay using -vf instead
of -filter_complex.

The encode-dashcam CLI rear_dir argument is now optional. When
omitted, single-camera mode is used automatically.
