ci: inline publish job with OIDC permissions and npm provenance (#185)

Replace the shared npm-publisher workflow (which used ubuntu-20.04 and
Node 16) with an inlined publish job. Add id-token: write permission
and NPM_CONFIG_PROVENANCE=true to establish npm provenance for
published packages. Update to semantic-release@24.
