feat: Sync mod version with CLI bin version

When running datapages gen, watch, or lint, if go.mod requires a newer
version of datapages than the running binary, error with a go install
suggestion so the user upgrades their CLI.

When running gen or watch, if go.mod requires an older version,
automatically bump the require to match and run go mod tidy afterward.

Skip the check for dev builds entirely.
