fix: resolve TypeScript 5.9 build errors for new Deno Deploy

Uint8Array<ArrayBufferLike> is no longer assignable to BlobPart in
TypeScript 5.9 (Deno 2.x). Wrap with new Uint8Array() to ensure
ArrayBuffer type compatibility in File/Blob constructors.

Also add deploy config to deno.json for new Deno Deploy infra.
