* attempt to run MIMO actuator in E2E

* database: make per-cluster queries not be pointlessly cross-partition

* actuator: slow down some of the intervals

* copilot comments

* add log service output for mimo

* debug to figure ouit why it's not going ready

* oh, it's http not https

* changefeed: put this before the suspension point so it won't flake

* docker-compose: strip the -k for the actuator

* changefeed: make it a defer so that panics don't make the waitgroup freeze
