loader: harden libjpeg API fallback tests and error handling

- make libjpeg fatal decode errors recoverable via setjmp/longjmp to allow loader fallback

- add API-gated quality tests for forced 12/16-bit JPEG paths

- add no-API fallback tests that assert libjpeg->builtin handoff

- run PNG indexed fallback colormgmt hook even in no-lcms builds
