fix: make count configurable in ValueSetAutocomplete (#8644)

* fix: make count configurable in ValueSetAutocomplete

Move count: 10 before the expandParams spread so callers can override
it via expandParams.count. Previously the hardcoded value always won.

Fixes #8639
