fix(ci): purge stale Coursier cache for java-multibase before sbt build

JitPack rebuilt com.github.multiformats:java-multibase:v1.1.0 with a
different checksum. The GitHub Actions cache restores the stale .sha1
causing checksum mismatch. Purging all java-multibase entries from
coursier, ivy2, and sbt caches forces a clean re-download.
