* Keep ``LitinskiTransformation`` backward compatible

A recent commit changes the default behavior of the Litinski transformation to emit `PauliProductRotationGate` for the Pauli rotations instead of the `PauliEvolutionGate`. To remain backward compatible, this commit changes the default behavior and instead requires opt-in for the new, fast, Rust-backed path.

* Add `None` for eventually changing the default

* Apply suggestions from code review
