feat(web, web-react): introduce feature flag for new `Tag` appearance #DS-2455

- Move breaking Tag CSS (inline-flex, gap, height) behind
  `enable-v5-tag-appearance` feature flag
- Add `border-*` utility classes for Tag color schemes
- Set subtle Tag background to transparent via `oklch()`
- Deprecate color variant classes in favor of color schemes
- Skip color utility classes for disabled Tags
- Add `selected` color variant and disabled state to Tag
- Enable `UNSAFE_className` support in `DocsStack`
- Update demos and docs in both web and web-react
