Fix missing cleanup of ODBProcData.commitInProgressXlogLocation

There are two scenarios when we miss cleanup of
ODBProcData.commitInProgressXlogLocation.

 * XACT_EVENT_PRE_COMMIT followed by XACT_EVENT_ABORT due to failure of some
   of the pre-commit checks.
 * SUBXACT_EVENT_COMMIT_SUB followed by XACT_EVENT_ABORT, or just before
   XACT_EVENT_COMMIT.
