Only Link libFuzzer's Main on ubpf_fuzzer Target (#772)

Unless we are building the target that will do the fuzzing, do not link
the libFuzzer library that has a main. Linking with the libFuzzer
library with main causes linker errors for other targets (e.g.,
testing).
