Refactor send_message to accept connection_id directly (#1433)

* :recycle: Refactor send_message to accept connection_id directly

Change send_message(event, data) to send_message(connection_id, data)
so callers can target any connected client without passing the full
event dict. The handler sets REQUEST_DOMAIN_NAME env var per WebSocket
event; STAGE is reused from handler init. boto3 client is cached to
avoid redundant instantiation in broadcast scenarios.
