Fix `zappa init` including app_function for Django projects (#1431)

* Fix `zappa init` including app_function for Django projects (#1404)

Remove app_function from generated settings when django_settings is
present, since they are mutually exclusive. The base config from
_generate_settings_dict() always included app_function, but the init
flow never removed it for Django projects.

* Add comment explaining mutually exclusive pop of app_function
