fix: prevent panic and improve validation in azurevm provision mode

- Fix potential panic when getAKSClusterID receives short hostname
  (< 33 chars) by adding length guard and skipping ClusterID generation
  entirely in azurevm mode
- Add validate-if-provided validators (vnet-guid, kubelet-identity-client-id,
  cluster-endpoint) to azurevm validation path — these already handle empty
  values gracefully but were previously skipped entirely
- Add 5 new test cases: short endpoint no-panic, validate-if-provided for
  vnet-guid/kubelet-identity/endpoint, valid optional vnet-guid
- Update ClusterID test to verify it's NOT generated in azurevm mode
  (ClusterID is AKS-specific and not needed for standalone VMs)
