Add vector equality/inequality operators and fix ORDER BY rendering

- Add VecEqual (=) and VecNotEqual (<>) for vector comparisons
- Add sortValueCtxable interface so vector ORDER BY renders PostgreSQL
  operators (<->, <=>, <#>) instead of always falling back to function
  syntax
- Add tests for VecEqual, VecNotEqual, and distance threshold filtering
- Update vector documentation with all five operators
