ci: add fetch-depth: 0 for goreleaser, fix paths-ignore key

goreleaser needs full git history for changelog generation and tag
resolution. See https://goreleaser.com/ci/actions/

Also fix invalid paths_ignored key to paths-ignore in CI workflow.
