refactor: move pollerOptions wiring to batch-system PR

The pollerOptions field, initialization, and SetPollerOptions method
on DefaultAKSMachineProvider are not used by the GET-based poller itself.
They are only consumed by the batch creation system. Move the wiring
to the batch-system PR where it belongs, per review feedback.

DefaultOptions() and InstantOptions() remain in aksmachinepoller package
since they belong with the Options struct definition.
