Pin plum-dispatch<2.7 in lint workflow (#154)

The plum-dispatch 2.7 release notes that it "significantly
improve[s] typing of the internals."  This is great, but it is leading
to lint failures in this project.  So let's pin this for the time being
to fix CI.
