Fix parameter handling in PPR (#15763)

* Fix parameter handling in PPR

The Python `PauliProductRotationGate` didn't keep track of the parameters when converted into a Rust-space `PackedInstruction`. This led to the circuit not knowing about the parameter values in the circuit.

* explicitly check instruction.params attr
