add filtering based on `section_local_ids` for `get_point_list` (#490)

## Context
#486 looks like needs this

## Scope
- add filtering based on section names

## Testing

the tests a slightly hard to read but I noticed that allocating a fixture of ringtest over and over to do this was taking some seconds. This should help the ci and still be understandable. I hope they are not too convoluted

- add new testing file: `test_target_manager`
- add some tests for `get_point_list`
