fix: update VdrServiceImplSpec for new neoPrismService constructor parameter

Add missing neoPrismService: Option[VdrService] parameter (None) to all
VdrServiceImpl constructor calls and add two new tests verifying neoprism
routing: create with drid=neoprism and read with neoprism URL.
