fix: Remove invalid defaults for NO_STRUCTURED_CONTENT and NO_RESOURCES

Clients that set env vars to the declared default "false" would
unintentionally disable both features, since the string "false" is
truthy in JavaScript.
Same class of bug as the UI5_DATA_DIR fix (https://github.com/UI5/mcp-server/pull/272)
