CA-423682: Dead lock on update repository mutex (#6927)

The locking chain is:
-> apply_updates
-> with_pool_repositories
-> set_available_updates when cache is empty
-> get_hosts_updates
-> with_pool_repositories

A xapi restart will clean the cache hence get the dead lock bug being
hit.

As the get_hosts_updates is only called by set_available_updates,
removing the locking within it and adding lock over
set_available_updates always.
