Issue/dead code cleanup (#24)

* Remove unused get_position_from_match function

Zero callers in source or tests. Removes 7 lines of dead code
from utils.py and updates the markdown-parser spec to remove
the function from Utility Functions and File Layout sections.
Coverage on utils.py goes from 81% to 100%.

* Update dead-code-cleanup issue with checked acceptance criteria
