build: bump eslint to 10.0.2 and update configuration

Upgrade eslint to 10.0.2 and update related plugins (eslint-plugin-vue,
@eslint/js) for compatibility. Add node globals to eslint.config.mjs to
support test files and remove now redundant eslint-disable comments in t/.

This commit fixes all checks and fails that showed up in the
automatically created dependabot pull request which could not be merged
automatically.

Unify quote style in eslint.config.mjs to single quotes as enforced by the
project's .prettierrc.json and automated formatting tools.
