Upgrade golang.org/x/net to v0.51.0 (#3959)

Fixes CVE-2026-27141 (GO-2026-4559): a missing nil check in the
HTTP/2 implementation allowed sending 0x0a-0x0f frames to cause a
running server to panic. The vulnerability was introduced in v0.50.0
and fixed in v0.51.0.
