Add fluid duration to weekly planner slots (#628)

* Add fluid duration to weekly planner slots

Planner slots now support variable durations instead of being fixed at
1 hour. A new `duration` field (default 1) lets slots span multiple
hours. The controller validates overlap on creation, the suggest
endpoint matches any hour within a slot's range, and the week overview
includes duration in its response. All platforms (shared model, webserver,
desktop, Android Room with migration 12→13, website, filesystem, backup)
are updated with corresponding tests.
