Move backup restore from BackupScreen to SettingsScreen on Android (#622)

* Move backup restore from BackupScreen to SettingsScreen on Android

The restore-from-file functionality (file picker, password input,
selective restore checkboxes, and restore button) is moved to the
Settings screen where it fits more naturally alongside backup
configuration. The Backup screen now only contains the download
backup section.

* Move backup navigation button from StatsScreen to SettingsScreen

The button to open the backup view fits more naturally in Settings
alongside the backup configuration options.
